Located on Plymouth Harbor, this seven-acre outdoor recreational complex was fully renovated in 2024, thanks to funding from the Community Preservation Act and the American Rescue Plan Act. It features tennis, pickleball and basketball courts, a ballfield, and the Douglass C. Gray Playground where there is a fenced-in playground with areas for older and younger children and a wheelchair-friendly swing. There is also a concession building with a pavilion and restrooms (in season). There are paved and concrete walkways, a duck pond, picnic tables, benches, a shade pavilion, and a concrete launch area in Plymouth Harbor for small boats. The Chet Downie Scenic Overlook is on site, with scenic views of Plymouth Harbor.

This site was named for the Stephens family, from whom the first parcels of land were acquired. Originally, much of this land was marsh, but was filled in between 1915 and 1927 to create the present day facility.
